"Salaar: Part 1 – Ceasefire" tells the story of Deva and Vardharaja "Vardha" Mannar, two friends from the fictional city-state of Khansaar, which is ruled by a monarchy. In 1985, Vardha’s father, Raja Mannar, orders the extermination of the Shouryaanga tribe, which leads to an attack on Deva and his mother. Vardha intervenes and exchanges his territory to save them, and Deva vows to return whenever Vardha calls for him. This bond between the two sets the stage for the future political drama and battles within Khansaar.
In 2017, the plot shifts when business tycoon Krishnakanth’s daughter, Aadhya, is sent to Varanasi for her mother's last rites. Threatened by rivals, she is protected by Krishnakanth’s ally Bilal, who takes her to Deva’s home in Assam. Aadhya pretends to be an English teacher but is eventually discovered. Soon, she and Bilal are captured by a convoy connected to Khansaar, and Deva is called to action. He rescues them, catching the attention of Vardha and his step-sister, Radha Rama Mannar. Radha had orchestrated Aadhya’s abduction to settle a personal vendetta, setting up a confrontation between Deva and Vardha.
The backstory of Khansaar is revealed, dating back to 1127 when tribes like the Mannar, Shouryaanga, and Ghaniyaar gained control over the city-state. After Indian independence in 1947, Khansaar maintained autonomy, with Raja Mannar’s father, Shiva Mannar, establishing a system of governance. However, in 1985, Raja Mannar seized power from the rightful Shouryaanga king, Dhaara, by killing him and his tribe, ensuring his family and allies dominated Khansaar’s ruling structure. His daughter, Radha Rama Mannar, serves as the regent.
As political tension rises, Vardha seeks Deva’s help to reclaim his power. Deva returns to Khansaar and endures humiliation while helping his friend. During the trial, Deva kills a nobleman named Vishnu after Vishnu tries to harm a tribal girl. This action sparks conflict with Vishnu’s father, Narang, who plots to kill Vardha. However, Deva takes the decisive step and kills Narang during the trial, cementing his loyalty to Vardha. Both Deva and Vardha are imprisoned as power struggles within Khansaar intensify.
On the day of a crucial vote regarding the ceasefire in Khansaar, chaos erupts as noblemen vie for the throne. Raja Mannar returns to support Radha’s ceasefire, but Vardha breaks it with his vote, leading to a deadly battle. In the ensuing chaos, Deva and Vardha kill Ranga, another contender for the throne. It is then revealed that Deva is actually Devaratha Raisaar, the rightful prince of Khansaar and the son of the slain Shouryaanga king, Dhaara. This revelation solidifies Deva’s identity as the "Salaar" and sets the stage for the next chapter in the conflict.
